公元961年，宋太祖赵匡胤与赵普商定计策，召集禁军将领石守信、王审琦等宴饮，以高官厚禄为条件，解除他们的兵权。969年，又用同样手段，罢王彦超等节度使，解除藩镇兵权，以加强中央集权的统治，防止分裂割据。
