十羊九牧的典故

北周后期，隋文帝取代北周政权后，恢复汉制，把国土重新划分成很小的郡县进行管辖，造成官员成倍地增加。杨尚希对此忧心忡忡，看到每年开销急剧增加就上书隋文帝要改变这十羊九牧的局面。隋文帝采纳了建议，取得了很好的效果。
